Travel Advisory: COVID 19 virus on 7 January 2021
Declaration of Maximum Control Area, Rules and Regulations
In line with the No.1/2564 Order of the Center of COVID-19 Situation Administration (CCSA), the government has declared 28 provinces red-zone area requiring maximum control. They are Bangkok, Kanchanaburi, Chataburi, Chachoengsao, Chumporn, Chonburi, Trat, Tak, Nakhon Nayok, Nakhon Pathom, Nontaburi, Pathum Thani, Prachuab Kirikhan, Prachinburi, Ayuthaya, Petchaburi, Ratchaburi, Ranong, Rayong, Lopburi, Singburi, Samut Prakarn, Samut Sakhon, Samut Songkhram, Suphanburi, Sra Keo, Saraburi and Angthong.
The restrictions are as follows:
- Ban on use of buildings or places with infection risk
This includes buildings and premises in all types of educational institutions in the red zone, whether it is used for learning, teaching, training or activities involving large crowd, except the following cases:
1.1 E-learning or activities conducted via long-distance communication
1.2 The use is for providing assistance to people or emergency purposes
1.3 Activities organised by the public sector with the authorization of the provincial governor
1.4 Small schools or institutions with no more than 120 students or schools under the supervision of the Police Patrol
- Ban on organising activities posing infection risk.
Organising activities with high attendance and posing risk of infection in the red zone are not permitted, such as meetings, seminars, functions, distribution of food supply or other items. The exception is made for the activities held by the authorities or held with their permission. The exception also includes activities held within the quarantine zones where health measures are exercised. The provincial governor of each red zone province is authorised to establish the criteria in allowing the activities with the recommendations of Disease Control Committee in their respective area to suit the circumstances of each province.
- Closure of high risk places
The governor of each red-zone province can order closure of such establishments as pubs, bars, karaoke venues or other similar service businesses.
- Conditions of opening for services
Establishments and activities in the red zone are allowed to operate under the following conditions and measures:
4.1 Sales of food or drinks must be operated under the established measures involving number of clients and rearrangement of the service areas which must be in line with disease control measures. Take-away is recommended. Center for COVID-19 Situation Administration (CCSA), the Ministry of Interior and Emergency
Health Operation Center will jointly consider and oversee the measures suitable for each area.
4.2 Consumption of liquor and alcoholic drinks in food shops or drink servicing shops is prohibited.
4.3 Department stores, shopping centres, community malls, convention centres, exhibition centres, exhibition halls, convenience stores, supermarkets or similar establishments can operate as usual but must follow strict disease prevention measures.
- Measures suitable for each area
By abiding by communicable disease laws, provincial governors are authorised to consider more closure, limit or prohibition of certain places, vehicles or activities in their administrative areas.
- Screening of inter-provincial travel
Authorities will conduct screening of inter-provincial travel, especially the travel made by people from the red zone. The screening must be executed in accordance with the measures established by Operation Center for Disease Control and Center for COVID-19 Situation Administration (CCSA). The suitability of the measures for each area will be taken into account and must not cause public inconvenience. People are requested to refrain or delay inter-provincial travel and strictly conform to the established measures.
- Entrepreneurs are requested to consider work from home, staggered shifted or working hours.
- Special committee can consider and propose the relaxation of preventive or tightening measures as appropriate to each area and to the Prime Minister.
Effective January 4, 2021
In addition to the above nationwide preventive measures, the Governor of Bangkok has issued the following orders;
- Closure
Extending the closure time of schools, tuition schools, and all types of educational institutions until January 31, 2021 however the buildings may be used for:
1.1 Online teaching or long-distance communication
1.2 Using the building for assistance or emergency purposes
1.3 Activities organised by the public sector or activities for public benefits as approved by the Governor of
Bangkok
- Additional control measures
Food shops, drink service shops, convenience stores, street hawkers, push carts, food stalls, restaurants, food centres, canteens can operate as usual (except pubs and bars) and they must execute the following measures:
2.1 No consumption of liquor or alcoholic drinks inside the property.
2.2 Sit in is allowed between 06.00 and 21.00 hrs. After 21.00 hrs, only take-away is allowed (except shops located in the airport)
2.3 If found any signs of disease spreading, additional measures will be enforced such as permitting only take-away service.
- Pet service businesses, be they spa, grooming, pet care, bathing, must strictly follow the control measures.
- Organisers of meetings or seminars with over 200 attendance or large-scale activities involving over 300 participants must submit organising plans and disease control measures to Health Office of Bangkok Metropolitan Administration before the events take place. The exception is the events undertaken by the authorities or organised in the quarantined zones where health measures are exercised.
- Function service enterprises, function venues or other similar places as specified in Bangkok Announcement on Temporary Closure of Places (No 15, dated January 1, 2021) can hold activities stated in 4 but must follow disease control measures applicable to hotel’s meeting rooms or convention centres as stated in the same announcement.
- Any violation of Bangkok Announcement No. 5 dated January 1, 2021 and this current announcement is subject to 14-day closure.
Violators can be held guilty according to Article 52 of the Communicable Disease Act, B.E. 2558 and is subject to up to one-year imprisonment or up to 100,000 THB fine or both penalties. And they can be guilty of violating Emergency Decree, B.E. 2558 and is subject to up to two-year imprisonment or up to 40,000 THB fine or both penalties.
Bangkok Metropolitan Administration has asked for pubic cooperation on wearing face masks whenever they leave their residences.
In case Bangkok Announcement on Temporary Closure of Places No. 15, dated January 1, 2021 contradicts with this announcement. The current one will be enforced and due to emergency situation, rights to dispute will not be allowed.
Effective 06.00 hrs., January 5, 2021 until further notice.
Announcement of the Bangkok Metropolitan Administration (BMA) Subject: Order of Temporary Closure of Premises No.15 (1 January 2021)
- Closure of venues
1.1 Entertainment venues, pubs, bars, amusement places and any establishments providing similar services to
those of entertainment venues
1.2 Water parks, amusement parks;
1.3 Playgrounds, playground equipment in marketplaces, floating markets, and flea markets
1.4 Snooker and billiards halls
1.5 Game machine arcades
1.6 Computer game shops and Internet cafés
1.7 Cockfighting rings and cockfighting training rings
1.8 Nurseries, nursing homes or elderly care centers (without stay-over services)
1.9 Boxing arena
1.10 Martial arts gyms
1.11 Horse racing courses
1.12 Establishments for bath services
1.13 Massage parlors
1.14 Sport arenas
1.15 Places providing services on catering rooms, catering venues and those similar places
1.16 Bullrings, Fish fighting rings, or similar establishments
1.17 Amulet trading markets and centres
1.18 Early childhood development centres and preschool child development centres
1.19 Beauty salons ((without permission as medical aesthetic clinics), premises for tattooing or piercing of skin or any parts of the body
1.20 Fitness centres
1.21 Health establishments, Spas and establishments for Thai massage and Foot massage
1.22 Boxing gyms, Boxers training venues
1.23 Bowling lanes, Skate or Rollerblade courses, and similar establishments
1.24 Social / Ballroom dance schools or academies
1.25 Education establishments including schools, tutoring schools, and institutions. All courses, workshops, trainings, and sessions with large gathering are banned, except for distant learning or online learning
- Venues required to strictly comply with disease control measures annexed to this Announcement
2.1 Restaurants or those selling beverage, convenience stores, pushcarts, hawkers, stalls, diners, garden-themed restaurants, food courts, canteens; No alcohol consumption is allowed.
2.2 Department stores, shopping centres, and community malls
2.3 Convention centres, exhibition halls and trade fair centres
2.4 Meeting rooms in hotels or convention centres
2.5 Small retail / wholesale shops, community retail/wholesale shops, markets, floating markets and flea markets
2.6 Large-scale retail or wholesale stores or wholesale markets
2.7 Beauty salons or barber shops may provide services at maximum 2 hours per client and must not allow clients to wait in the area
2.8 Nurseries, nursing homes and elderly care centres with regular stay-over services
2.9 Medical aesthetic clinics, manicure and pedicure shops
2.10 Golf courses and golf driving ranges
2.11 Sport stadiums
2.12 Public parks, courts, common grounds, exercising venues, sport venues and fields
2.13 Pet shops, pet spas, pet grooming and pet service shops
2.14 Indoor gyms
2.15 Swimming pools both indoor and outdoor
2.16 Botanical gardens, flower gardens, museums, learning centres, historical sites, public library, and art centres
2.17 Recreational pools or lakes for sports or marine activity
2.18 Cinemas, theatres and playhouses
2.19 Zoos and animal houses
- Other establishments stated in (2) must provide disease control measures as follows;
3.1 Temperature screening service, respiratory symptoms screening
3.2 Always wear surgical masks or fabric masks
3.3 Social distancing, at least 1 metre away from each other, and limit the number of people staying in any area to avoid overcrowding
3.4 Hand-washing stations with soap, alcohol gel or disinfectants
3.5 Frequently cleaning of the surface areas before, during and after any activities
3.6 Registration both before and after using the establishments, encourage visitors to use the government tracing applications
